Strategic Advisory for the Global Energy and Critical Minerals Economy

Energy&Mines, CEO, holds a PhD/MSc in Electronic and Computer Engineering from the Technological Institute of Aeronautics (ITA), along with an MSc in National Security and Resource Strategy from the National Defense University (NDU) in the USA. He also completed a Higher Course in Politics and Strategy at the Superior War College (ESG), earned an MBA in Strategic Management of Science & Technology from Federal Fluminense University, and obtained degrees in Computer Engineering from ITA and Aeronautical Sciences from the Air Force Academy (AFA).

Space Systems Engineer with extensive experience in Guidance, Navigation, and Control (GNC) systems for rockets and missiles, as well as Electronic Warfare systems. He is a veteran Colonel of the Brazilian Air Force, a flight instructor, and a Squadron Leader.

Over his successful career spanning more than 30 years, he has held key roles as Aerospace Advisor in the Presidency of the Republic (SAE-PR), the Ministry of Science, Technology, and Innovation (MCTI). He served as Executive Vice President and Head of the Space Systems Division at the Air Force's Space Systems Commission, as well as Commander of the Alcântara Launch Center (CLA).

He contributed to the development of government policies and international cooperation agreements (TSA) in the space sector, along with strategic plans to strengthen the Brazilian space industry. He led the Brazil-Sweden High-Level Group on Aeronautics (HLG), which aims to enhance bilateral strategic cooperation in aerospace, including military (GRIPEN) and civilian projects.

Currently, he is the Chief Space Officer (CSO) at Emtech Global International (ETGI)/Omega Space. He is also the CTO at Space XC, which operates in the space, aeronautics, and high technology sectors, including business structuring, with a client portfolio that includes Astra Space, Innospace, Hyperion Rocket Systems, and Alya Space.

Energy&Mines, CTO, holds an MSc in Political Science from Unieuro and is a Specialist in Automation from UnB and in Innovation from Steinbeis–Germany. He graduated in Electronic Engineering from UnB. His extension courses include Technology Transfer (CSTP-Canada), Technological Information (CRIQ-Canada), S&T Management (ENAP), Technological Industrial Policy (NTHU-Taiwan), Biomass Gasification (LIER-China), and PMI (Nokia).

Over a 43-year career, he has worked as a project engineer for R&D, industrial, and military projects at Prólogo (Imbel), Novadata, and other companies; he also served as an innovation engineer at SENAI-DF.

For the past 24 years, he has held high-level management positions at the Ministry of Science and Technology, focusing on Sectoral, Enabling, and Strategic Technologies. He has extensive experience in:

- R&D and industrial management in fields such as energy, energy storage, fuels, H2, oil & gas, critical minerals, green chemistry, e-mobility, space, defense, aeronautics, nanotechnology, materials, and photonics.
- Managing large national and international projects, including aviation fuels, CSP, biogas, critical minerals, H2 in Germany; critical minerals and Gripen in Sweden; sugar cane trash, biogas, 2G ethanol, and charcoal coordinated by UNIDO/UNDP; subsea oil & gas, energy, CCS, offshore wind, and H2 in the UK; subsea oil & gas in Norway; energy in Canada; critical minerals, biosafety level 4, the operational plan of the Alcântara Space Center, H2, offshore wind, uranium, biodiesel, and radiopharmaceuticals in Brazil.
- Implementing R&D centers, labs, LabFabs, and maker spaces.
- Securing funding for R&D and industrial infrastructure, overseeing six Sectoral Funds of the MCTI in areas such as energy, space, aeronautics, mining, transport, and waterways.
- Collaborating and raising funds for S&T efforts through international agencies from 25 countries.
- Serving as a representative in bodies, councils, agreements, and forums like BRICS, OECD, GSF, Mercosur, EU, CNPEM, and ARTEMIS.

He is also a researcher at UFG, focusing on energy and H2.

Currently, he also serves as Adjunct-CTO at Space XC, which operates in the space, aeronautics, and high technology sectors, including business structuring.
